In 1890-91, when only about 100 km of the Baie des Chaleurs Railway had been built, questions arose about relations between the contractors and the sponsoring governments. Investigation determined that the Quebec Liberal government had been bribed with its own railway subsidy, the money probably used to pay election expenses. A royal commission was established, the result being the dismissal of Honoré Mercier's government in December 1891. This booklet attempts to defend the railway company against critical findings regarding its management, financial dealings, and construction contractors.
