Herbert's second Topsy novel, in which the irreepressible flapper enters the House of Commons. Herbert, author of more than 50 books, was known for his witty championing of minoirty causes. As an independent MP for Oxford University, he introduced the matrimonial causes bill, enacted 1937, which radically changed English divorce laws.
