John Holloway (c. 1742 1826) joined the Royal Navy, served during the American Revolution and the war with Spain, was promoted to rear-admiral in 1799 and vice-admiral in 1804. He became Governor of Newfoundland in 1807, serving until 1809. Concerned about the treatment of the native Beothuk, on July 30, 1807, he issued a proclamation against mistreating them and offered rewards for information about atrocities.
