Honoré Antoine Frégier, an economist from Aix, was one of the leaders of the prefecture of Paris in the years between 1820 and 1830. His book is of great interest for its analysis of French society in crisis during the Industrial Revolution. The "dangerous classes" consist of prostitutes, drunks, gamblers, vagrants, thiefs, and murderers, but the label was generally applied by the bourgeoisie to all those poorer than themselves. In his classic Les Misérables, Victor Hugo tried to counter this perception that the poor were generally criminals.
