In 1963, Andrew Hale is a lecturer and a retired spy, trying to deal with the reason why he's being reactivated many years after the war. In 1941, Hale is a double-agent, recruited by the Soviet Union but secretly loyal to Britain, infiltrating Nazi-occupied Paris. Constructed around the exploits of the historical figure Kim Philby, Declare has a rather convoluted plot, involving actual history and strange visions.
