Canada's fourth prime minister, while he was still Minister of Justice, was the driving force behind the enactment of the Canadian Criminal Code. The question of what to do with Riel, who had been sentenced to hang for leading the 1885 North-West Rebellion, was the responsibility of Thompson. He made his first major speech to Parliament on the subject, arguing that anyone who encouraged Canadians to act against the state could not escape justice. This notable speech helped to popularize Thompson so that he quickly rose to become a leading member of the Conservative government.
